Dear Residents,
In accordance with the Town and Country Planning Act 1990, Section 106 for the Home Farm Estate, Cranfield Parish Council is pleased to announce that we have been allocated funds from Central Bedfordshire Council to add two pieces of public art to a designated location (see map below). BUT we need your help to decide how to use it!
Here are a few ideas:
- A Decorative Beacon – A symbol of community spirit and unity.
- Artistic Seating – A functional and beautiful place to rest and enjoy our surroundings.
- Sculptural Planters – Combining art with greenery for a vibrant touch.
- Historical Tribute – Artwork that reflects our rich local history.

What is the S106 provision?
National Policy:
According to the National Planning Policy Framework (NPPF), developments must consider and enhance local strategies to promote cultural wellbeing for all. This includes providing adequate community and cultural facilities and services tailored to local requirements.
Local Policy:
Under Policy HQ7, residential developments comprising 100 or more units are required to incorporate public art. This policy aligns with the Central Bedfordshire Design Guide, ensuring that developments contribute positively to the cultural landscape of the area.
Public Art as a Planning Obligation
Public art provided through a Section 106 planning obligation and to address impacts of new development:
- Loss of habitat.
- Effect upon landscape character and visual amenity.
- Changes to the overall identity and sense of place.
- Impact of traffic.
Public art can compensate through the creation of works giving visual pleasure; and mitigate the impacts, through works that help to re-establish local identity and sense of place.
